Embedding democracy is concerned with societal conditions of modern democracy which are themselves shaped by democracy. Therefore, embedding democracy is always already self-embedding of democracy, at least as far, as it is democratic. There are cultural conditions, and one them is the enlightened tradition of democracy and its claim to universal self-determination, hence to make history intentionally and consciously (“mitWillen und Bewußtsein”). Moreover, moderm democracy is a political project that has the self-generated constitutional competence to make, implement and enforce legal norms on all levels of law, and in any sphere of society, public and private, social, economic, cultural, political and legal, societal and environmental, foreign and domestic, local and global, particular and universal. However, democracy is also always already embedded in all the societal spheres and levels which confront the constitional system of democracy with ever new and often recalcitrant problems which must be solved by the construction of democratic instruments and democratic experimentalism. Problems, contestations, conflicts and crises are the driving force of demiocratic learning processes. Today democrcracy is confronted with a culmulation of crises, which 2016 became a global crisis of democracy.
