In a ceremony in Zagreb on 8 March 2005, the President of Croatia, Mr. Stipe Mesić, gave the Order of the Croatian Star with Effigy of Ruđer Boković to Norwegian professor Ørjar Øyen for his merits in promoting the international position of Croatia and for his great contribution to the development of the Inter-University Centre in Dubrovnik."Croatia and Dubrovnik will always remember what you did in the period of war to help present Dubrovnik war events in the widest university and other circles in the world," said President Mesic and stressed also the great contribution of Professor Øyen to the international promotion and reputation of the Inter-University Centre in Dubrovnik.

Thanking the President for the honour bestowed on him, Professor Øyen stated that for nearly 35 years he has had the privilege of helping to implement ideas planted by Ivan Supek in an international university meeting in Canada in the late 1960s.

Norwegian Ambassador Knut Tøraasen stated that this award is a great honour for Norway and will serve to further develop the excellent relations between Croatia and Norway.

Dubrovnik/Neretva Prefect, Mr.Ivan Sprlje, congratulated Professor Øyen on behalf of the city and county, expressing the hope that Professor Øyen continues to be active in the life of the IUC and the city of Dubrovnik.

Along with President Mesić present at the ceremony was also his advisor for culture, Mrs. Maja Razovic Kocijan.
